Introduction to the course<\/h3>\n\n\n\n

Digital technologies, particularly artificial intelligence (AI), are transforming economies and labour markets at unprecedented speed. New business models are emerging, entire sectors are being reshaped, and traditional jobs are evolving. At the same time, deep digital divides between and within countries are limiting who can access these opportunities, creating risks of greater inequality and exclusion. While digitalization can generate innovation, productivity gains, and new types of employment, it also raises critical questions about job quality, informality, and the skills needed to navigate these changes. This training course equips participants with the knowledge and tools to understand the impacts of digitalization and AI on employment and to design evidence-based employment policies. It will explore key trends, identify emerging challenges and opportunities, and highlight practical approaches for creating more inclusive and resilient labour markets in the digital age.<\/p>\n\n\n\n

Who attends this course?<\/h3>\n\n\n\n

The course targets senior government officials of ministries of employment\/labour, economy, finance and planning, and line ministries, representatives of workers’ and employers’ organizations, experts and technical staff, including from development partners, working in the field of employment and labour market policy.<\/p>\n\n\n\n

Course objectives<\/h3>\n\n\n\n

The course aims to strengthen the capacity of policymakers, social partners, and technical experts to design and implement effective employment policies in the context of rapid digital transformation and the rise of artificial intelligence (AI).<\/p>\n\n\n\n

Participants will gain a comprehensive understanding of global trends in digitalization, AI, and platform work, and their implications for jobs, skills, and labour markets. The training will introduce diagnostic tools developed by the ILO to measure the scale and nature of digital employment and identify priority policy areas. In addition, participants will explore strategies and innovations to make the digital transition more inclusive\u2014such as modernizing public employment services and supporting vulnerable groups\u2014and develop practical policy responses that leverage digitalization to promote sustainable enterprises, quality jobs, and social inclusion.<\/p>\n\n\n\n

Content<\/h3>\n\n\n\n

This online course presents global trends, emerging challenges and opportunities, and various policy elements for decent work and inclusion in the digital economy. The course covers the following topics:<\/p>\n\n\n\n

  • Employment trends and the rise of artificial intelligence<\/li>\n\n\n\n
  • Employment diagnostics and identifying the effects of digitalization on the labour market<\/li>\n\n\n\n
  • Emerging skills in the new digital economy<\/li>\n\n\n\n
  • Digitalization of public employment services in supporting transitions<\/li>\n\n\n\n
  • Platform economy, digital divides, and inclusion<\/li>\n<\/ul>\n\n\n\n

    Methodology<\/h3>\n\n\n\n

    The course will follow the ITCILO participatory approach and will facilitate discussions between experts, including ILO specialists and ITCILO trainers and policymakers. The training will be held online for a duration of five weeks.<\/p>\n\n\n\n
