One we bury underground, the other we import at high cost or produce in ways that increasingly threaten the environment, public health, and the economy.<\/p>\n\n\n\n<p class=\"text-justify wp-block-paragraph\">If we continue on this path, the consequences will not be abstract or distant. They are already here \u2014 in the air we breathe, in the bills we pay, and in landfills that are filling up faster than we can rehabilitate them.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Landfills in BiH: a problem pushed underground<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">In Bosnia and Herzegovina, more than one <strong>million tons of municipal waste<\/strong> are generated every year, and over <strong>90% of that waste ends up in landfills<\/strong>. Unlike most European Union countries, waste here is generally not seen as a resource, but as something that needs to be \u201cput somewhere out of sight.\u201d<\/p>\n\n\n\n<p class=\"text-justify wp-block-paragraph\">Burying waste may seem like the simplest solution, but in reality it only <strong>postpones the problem and makes it more expensive and more dangerous<\/strong>. Landfills are not \u201cdead places\u201d \u2014 they actively pollute the environment for decades.<\/p>\n\n\n\n<figure class=\"wp-block-image alignfull size-full\"><img loading=\"lazy\" decoding=\"async\" width=\"1200\" height=\"800\" src=\"https:\/\/digigreen.ba\/wp-content\/uploads\/2025\/12\/08-25-Zasto-BiH-vise-ne-moze-ignorisati-problem-otpada-i-energije-b.webp\" alt=\"\" class=\"wp-image-3729\" srcset=\"https:\/\/digigreen.ba\/wp-content\/uploads\/2025\/12\/08-25-Zasto-BiH-vise-ne-moze-ignorisati-problem-otpada-i-energije-b.webp 1200w, https:\/\/digigreen.ba\/wp-content\/uploads\/2025\/12\/08-25-Zasto-BiH-vise-ne-moze-ignorisati-problem-otpada-i-energije-b-300x200.webp 300w, https:\/\/digigreen.ba\/wp-content\/uploads\/2025\/12\/08-25-Zasto-BiH-vise-ne-moze-ignorisati-problem-otpada-i-energije-b-1024x683.webp 1024w, https:\/\/digigreen.ba\/wp-content\/uploads\/2025\/12\/08-25-Zasto-BiH-vise-ne-moze-ignorisati-problem-otpada-i-energije-b-768x512.webp 768w\" sizes=\"auto, (max-width: 1200px) 100vw, 1200px\" \/><\/figure>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Methane: the biggest hidden polluter<\/strong><\/p>\n\n\n\n<p class=\"text-justify wp-block-paragraph\">When organic waste (food, paper, biowaste) decomposes in landfills without the presence of oxygen, <strong>methane (CH\u2084)<\/strong> is produced \u2014 a gas that is <strong>more than 80 times more powerful as a greenhouse gas than CO\u2082<\/strong> over a short time period.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The problem is that:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>most landfills in BiH <strong>do not have methane capture systems<\/strong>,<\/li>\n\n\n\n<li>methane is released uncontrollably into the atmosphere,<\/li>\n\n\n\n<li>part of this gas ignites, causing fires and additional pollution.<\/li>\n<\/ul>\n\n\n\n<p class=\"text-justify wp-block-paragraph\">The paradox is obvious: we are <strong>burying energy underground while at the same time importing electricity and gas<\/strong>. Methane that is polluting the air today could be used to produce electricity and heat, but this requires a system \u2014 not improvisation.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Air pollution and rising heating costs<\/strong><\/p>\n\n\n\n<p class=\"text-justify wp-block-paragraph\"><p data-start=\"1976\" data-end=\"2158\">Bosnia and Herzegovina, especially cities such as Sarajevo, Zenica, and Banja Luka, regularly ranks among the <strong>most polluted cities in Europe during winter<\/strong>. The causes are well known:<\/p><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>individual heating systems using coal and wood,<\/li>\n\n\n\n<li>outdated boiler rooms,<\/li>\n\n\n\n<li>district heating systems dependent on <strong>gas and heavy fuel oil<\/strong>,<\/li>\n\n\n\n<li>a lack of stable alternative heat sources.<\/li>\n<\/ul>\n\n\n\n<p class=\"text-justify wp-block-paragraph\">Energy prices in recent years have shown how fragile such a system is. Heating that depends on imported gas is exposed to:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>global crises,<\/li>\n\n\n\n<li>political tensions,<\/li>\n\n\n\n<li>sudden price spikes.<\/li>\n<\/ul>\n\n\n\n<p class=\"text-justify wp-block-paragraph\">Citizens feel this directly through their utility bills, but also through the air, which becomes hazardous to health in winter. Without changing heat sources, no air pollution measure can be effective in the long term.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Dependence on electricity imports: BiH\u2019s energy vulnerability<\/strong><\/p>\n\n\n\n<p class=\"text-justify wp-block-paragraph\">Although BiH is often perceived as an \u201cenergy-rich\u201d country, the reality is more complex. Hydropower depends on rainfall, thermal power plants depend on coal that is becoming increasingly expensive and problematic, and production capacities are outdated.<\/p>\n\n\n\n<p class=\"text-justify wp-block-paragraph\">In years with poor hydrology and reduced output from thermal power plants, BiH is forced to <strong>import electricity at high prices<\/strong>. This directly burdens public companies and budgets and, in the long run, threatens energy security.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">At the same time, <strong>waste that could produce stable 24\/7 energy ends up in landfills<\/strong>.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Why the European Union is moving toward Waste-to-Energy models<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">More than a decade ago, the European Union clearly defined the waste management hierarchy:<\/p>\n\n\n\n<ol start=\"1\" class=\"wp-block-list\">\n<li>waste reduction,<\/li>\n\n\n\n<li>reuse and recycling,<\/li>\n\n\n\n<li><strong>energy recovery from waste (Waste-to-Energy),<\/strong><\/li>\n\n\n\n<li>landfilling \u2014 as the last option.<\/li>\n<\/ol>\n\n\n\n<p class=\"wp-block-paragraph\">Today, countries such as Austria, Denmark, Sweden, Germany, and Slovenia:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>landfill no more than 10\u201320% of their waste,<\/li>\n\n\n\n<li>use waste to produce electricity and district heating,<\/li>\n\n\n\n<li>have stable, local, and predictable energy sources<\/li>\n<\/ul>\n\n\n\n<p class=\"text-justify wp-block-paragraph\">In Vienna, Copenhagen, or Ljubljana, waste-to-energy plants are located in or <strong>near cities<\/strong>, under strict environmental standards and full transparency. Waste has become <strong>part of the energy system<\/strong>, not a problem pushed out of sight.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Time for a change in approach<\/strong><\/p>\n\n\n\n<p class=\"text-justify wp-block-paragraph\">Bosnia and Herzegovina can no longer afford to treat waste and energy as separate issues. Landfills are growing, air pollution is severe, energy prices are rising, and system stability is weakening.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The question is no longer whether something will have to change, but <strong>when \u2014 and at what cost<\/strong>.<\/p>\n\n\n\n<p class=\"text-justify wp-block-paragraph\">The waste we bury today could heat homes and produce electricity tomorrow.
